Thomas P. DiNapoli is the 54th Comptroller of the State of New York. Appointed to the post in 2007 and re-elected to full four-year terms in 2010 and 2014, DiNapoli is known for his integrity, independence and steadfast leadership. Since taking office, DiNapoli has aggressively fought the misuse of public resources, strengthened one of our nation’s top public pension funds, and consistently spoken out against fiscal gimmicks, imprudent actions and government inefficiency.
As State Comptroller, Tom DiNapoli’s responsibilities include: auditing the spending practices of State agencies and local governments; managing the third largest pension fund in the United States; overseeing the New York State & Local Retirement System; providing objective analysis of the New York State and New York City budgets; maintaining the State’s accounting records; reviewing and approving billions of dollars of proposed State contracts and spending; administering the State’s payroll; returning unclaimed funds to their rightful owners; and promoting effectiveness, efficiency and ethics in State and local government.
During his tenure in office, Tom DiNapoli has transformed the way the State pension fund does business, instituting stringent reporting requirements and imposing tough reforms to ensure accountability. As the pension fund has rebounded from the Great Recession to reach new heights, DiNapoli has also expanded opportunities for women and minority firms and increased the fund’s commitment to investing in New York businesses. As the State’s chief auditor, DiNapoli has identified billions of dollars in misuse, waste and potential savings. He created the Fiscal Stress Monitoring System to help local governments and school districts avoid financial crises and take timely corrective actions, and his Open Book New York website provides unprecedented public access to the State’s financial activities.
Throughout his life in public service, Thomas DiNapoli has been making government more transparent and accountable to the people. He became the first 18-year-old in New York State to hold public office when he was elected to the Mineola Board of Education. After earning degrees from Hofstra University and The New School University’s Graduate School of Management, DiNapoli worked in the telecommunications industry. In 1986, he was elected to represent Nassau County’s 16th District in the New York State Assembly, where he served with distinction for 20 years.
