Raagan Wilhelm leads Ceres’ Energy Optimization work. She is responsible for coordinating the advocacy efforts of the Energy Optimization Working Group. Raagan assists the state, federal and climate and energy teams in coordinating advocacy related to building decarbonization, electrification, and energy efficiency.
Prior to joining Ceres, Raagan worked in the Connecticut Bureau of Energy and Technology Policy (BETP) as a Rate Specialist. While at BETP, she worked to implement distributed energy resource programs in the residential and nonresidential sectors and facilitated the Microgrid Grant and Loan Program. She also worked as the BETP regulatory advocate on barriers to accessing clean, affordable, and efficient electric services for low-and-moderate-income ratepayers and New England regional distribution grid planning. Prior to state service, Raagan worked as a research fellow at the Institute for Energy and the Environment at Vermont Law School working with elected officials of rural communities in Northern New England to educate the representatives and public about renewable energy, affordability, and efficiency programs.
Raagan received her Juris Doctor from Vermont Law School with a focus on environmental legal research and energy regulation and a Bachelor of Art from Eastern Connecticut State University in political science with a focus in sustainable development. In her free time, Raagan likes to crochet, read, and spend time outside with her husband and dog.
