Laurie provides independent strategic advice on clean energy, climate and environmental policies to governments, non-profits and businesses throughout the Northeast and country. Laurie served as Commissioner of the Massachusetts Department of Environmental Protection (2007-2011), where she championed market-based clean energy policies and the launch of the Regional Greenhouse Gas Initiative (RGGI), the nation’s first multi-state carbon trading program. She also served as Vice Chair of RGGI, Chair of the Ozone Transport Commission, and represented MA Governor Deval Patrick in creation of the multi-state Transportation Climate Initiative.
Laurie is the Project Coordinator for the independent RGGI Project Series, which has sponsored numerous in-depth, non-partisan reports by respected experts on the economic, public health and environmental impacts of RGGI, electricity market trends in the Northeast, and expanded inter-state carbon trading. The Series provides expert analyses on critical issues facing the states, including the third major analysis of RGGI’s economic impacts (Analysis Group, April 2018) and workshop series on linking state carbon trading programs. Laurie has over 35 years of experience practicing environmental law in the private and public sectors. Â Laurie is a Fellow of the American College of Environmental Lawyers, member of CERES President Council, and board trustee of the Union of Concerned Scientists and Harvard's American Repertory Theater. She resides in Cambridge, MA (when she is not hiking elsewhere).Â
