Holly manages the research and development of reports and business cases on addressing climate change as a systemic financial risk to the U.S. economy. She also collaborates with key stakeholders - regulators, investors, financial institutions, and other capital market influencers - to achieve net zero finance goals.
Before joining Ceres, Holly spent over 15 years at the World Bank and International Finance Cooperation (IFC). Through the IFC-facilitated Sustainable Banking and Finance Network (SBFN), she helped emerging market central banks, financial sector regulators, and industry associations in over 70 countries promote sustainable finance instruments, climate-smart investment, climate risk management, and environmental, social, and governance (ESG) integration. Holly has also worked at the Natural Resources Defense Council (NRDC), where she introduced US environmental protection regulations to developing countries.
A licensed attorney in New York State, Holly has a Master of Laws from New York University School of Law, a Master of Public Policy from George Washington University, and a Bachelor of Laws from Sun Yat-Sen University School of Law. She has published several technical reports and research articles, including in the Environmental Law Report and the World Bank Policy Research Working Paper Series. Holly is married with two children and lives in the great Washington DC area.
